what one person might consider so disguisting that they would want to chop their eyes off so they'll never read it again, someone else might consider it funny...

and also, another thing might be that
I know on youtube, some people flag stuff as spam,
well, there can be like, a flaging system, and if there's a repeated number of flags, then the modifiers take the comment down and sends a warning to the poster.

There is already the option to "report to moderator" at the bottom of every post. Then one of the team (I love saying that) will look at it. x)
